The final working day of the 7th International Congress on Victims of Terrorism was held in Paris's Grand-Palais. Representing Russia were Irina Halay, victim of the September 1999 Volgodonsk terrorist attack, Aneta Gudiyeva, co-chair of the 'Beslan Mothers' committee, and Svetlana Gubareva, herself a hostage at 'Nord-Ost' and lost her husband and 13-year-old daughter in that attack. Russians never noticed that their country ended up sharing company with Israel and Iraq – these countries are places where more frequently than anywhere else in the world there are reports of terrorist attacks. Even apart from the regular excesses in the North Caucasus, the subway bombings, seizures of concert halls, and attacks on airliners would be enough to make Russia a world leader in terrorism. That it is “international” — which the authorities oftentimes proudly report — does not make it any easier on the Russians. The government has turned out to be incapable — either unable, or unwilling — to protect its citizens from terrorists. When people are affected by these troubles, their loving country denies any responsibility and even worse denies them rehabilitation and compensation. On September 15th Paris hosted the 7th International Congress on Victims of Terrorism. Attending the opening of the Congress was First Lady of Azerbaijan, Mrs. Aliyeva. According to 1news.az with reference to AzerTaj, the Congress took place at a military academy in Paris’s 7th district, and the director general of the French Association of Victims of Terror, Guillaume de Saint-Marc, met First Lady Mrs. Aliyeva. Participants of the event took photos for record. Then a moment of silence was observed to remember victims of the terrorist events throughout the world. The Congress was implemented with the support of French President Nicolas Sarkozy and by an initiative of the French Association of Victims of Terror and the International Organization of Victims of Terror. Tomorrow is the twelfth anniversary of the blast that destroyed an apartment building on the Kashirskoe highway in Moscow, which claimed 124 lives. On September 8th, there was a requiem in the capital for the 106 victims of the blast on Guryanov Street who were also killed the same way in 1999. Those who suffered in these and many subsequent terrorist attacks in Russia are still in pain. The pain is caused not only by the loss of their loved ones, but by the insults these terror victims receive instead of assistance from the state. People who lost apartments are yet to received replacements, and those who lost their health must get treatment at their own expense. Commemorative events are subdued, and almost never attract the attention of the officials. At the same time, however, the U.S. observed the 10th national day of remembrance for the victims of the September 11th terrorist attacks. Observations began all over the country, even a week before the anniversary of the terrible terrorist attacks on New York City and Washington, DC, which claimed the lives of nearly three thousand. There are still, however, a few hundred who believe that their government has failed to help them, but an absolute majority of the victims received decent compensation, and so the U.S. authorities are not afraid of the public paying attention to the victims of these tragedies. In September of 1999 apartment buildings were blown up in three cities by terrorists — twice in Moscow and once each in Buinaksk and Volgodonsk. These attacks killed 307 people. At 9:45 pm on September 4th in the Dagestan military city of Buinaksk: a five-story apartment building on Shikhsaidov Street was blown up. Living there were officers and their families from 136th Brigade. The building was completely destroyed. At midnight on September 9-10th: an explosion destroyed a apartment building on Guryanov street in Moscow. On September 13th, an apartment building along the Kashirskoe highway in Moscow was destroyed. On September 16th, a truck packed with explosives equivalent to one and a half tons of TNT was detonated in the city of Volgodonsk. According to the degree of destruction, this terror act along the Oktyabrskoe highway is still considered the largest terrorist attack in Russia. Damaged in the explosion were 42 apartment buildings and 15 community facilities, including a police station, two schools, a kindergarten, and a library. More than 16 thousand people (including more than one thousand children), all told — about 8% of the city population, were officially recognized as victims. Hundreds of people suddenly found themselves homeless, without their property or health, 19 Volgodonsk residents were killed, and 73 permanently disabled. On the 10th anniversary of the destruction of Guryanov number 19 in Moscow, reporters from 'New Times' spent the entire day on the scene. 10th anniversary of the terrorist attacks: U.S. government steps up security As the world prepares to commemorate the 10th anniversary of the September 11th terrorist attacks, there is information that terrorists plan to greet this date with yet another crime. In 2001, three aircraft under terrorist control crashed into the twin skyscrapers of the World Trade Center in New York, as well as the Pentagon, while a fourth airliner crashed in Pennsylvania before it could reach the U.S. capital. Killed as a result of the terrorist attacks were nearly three thousand people: 2,606 at the World Trade Center towers, and 125 at the Pentagon. A special plenary session of the UN General Assembly, chaired by former Swiss president Joseph Deiss, will be devoted to the tragedies a decade ago. Arriving in New York, which underwent the major terrorist attack, was the amphibious transport ship USS New York — whose construction used by more than 7 tons of steel wreckage from the twin towers. The ship's motto: "Strength, forged through sacrifice — never forget.
